I've driven past that before and wondered the same thing. My guess is that it's just a building of some sort that was never finished. Maybe because of loss of funds or lack of permits. It's not that old.

It was originally designed and partially constructed by and for Dow Corning. They were gping to make fiber optic cabiling there. However when the FO market tanked they no longer had any reason to finish it.

So i pretty much only made an account so i could post this, although this thread has been dead for 2 years now. My friend and I decided to go check out this "Skeleton Structure" , and due to the extreme lack of info on it, I figured we could go take some pics and post them for anyone interested.

The new Baker Hughes Complex will be in that area. I am not sure if they will also have the property this structure sits upon.
