The plant was constructed by OG&E in the 1920s and generated power by burning coal until it was decommissioned in 1983. OG&E sold the plant in 1986. In 1989, the ODOL discovered illegal asbestos removal and salvage operations were occurring at the site and shut down the operations. The building was locked down and secured to prevent trespass and exposure. Several attempts were made to cleanup the asbestos; however, financial and legal impediments prevented the cleanup.
